The KRKO Radio Antenna Farm Project
A Project Sited In The Wrong Location
S-R Broadcasting Co. Inc. first submitted its plan to place eight radio antennas (five at 466 feet and 3 at 425 feet) located in the Upper Snohomish River Valley in October of 2000.  A local group, “Citizens to Preserve the Upper Snohomish River Valley, quickly formed.  Concerns were expressed about the submittal’s environmental review, including the impact on views from homeowners in Kenwanda and Lord Hill, impacts on birds, the radio frequency interference, the effects on pilots, skydivers, and balloonists, and the general inappropriateness of the site.
  
     
S-R Broadcasting Purchases Land And Applies For A Conditional Use Permit
SR-Broadcasting applies October 11, 2000 for a conditional use permit to build seven towers in the Upper Snohomish River Valley.

CPUSRV Forms And Opposes The Project
Local residents learn of the proposed land use action and quickly form Citizens To Preserve the Upper Snohomish River Valley, a non-profit organization.  CPUSRV and the Pilchuk Audubon Society joint appeal the Determination of Non-Significance issued by the County for the proposed radio tower project.

SR-Broadcasting Requests A New Hearing Examiner
S-R Broadcasting charges that Hearing Examiner Peter Donahue, was biased in his decision to reject the project. A new Hearing Examiner is appointed and, after investigation, he agrees in November of 2002 that the project is incompatible with the surrounding area.
S-R Broadings Appeals To the Snohomish County Council
The Snohomish County Council ignores the Hearing Examiners and widespread opposition to the project and overturns the Hearing Examiners' decisions in February 2003. S-R Broadcasting will submit a Draft Environmental Impact Statement to being the process of obtaining a Conditional Use Permit and Shoreline Substantial Development Permit in order to construct the radio antenna towers.
Environment Impact Statement Challenges
In order to exhaust all administrative remedies and have the opportunity to continue challenging the location of the towers outside of Snohomish County appeal venues, CPUSRV challenges the adequacy the Environmental Impact Statement (EIS).  However, as expected, the County accepts the EIS and issues a Conditional Use Permit and a Shoreline Substantial Development Permit in June of 2006.

Conditional Use Permit and Shoreline Substantial Development Permit Appeals
The membership of CPUSRV decides to appeal Snohomish County’s issuance of both the CUP and Shoreline permits.  A Petition for Review was conducted by the Washington State Shorelines Hearings Board at six days of hearings from October 20 through November 1, 2006; the ruling is expected in late December.  A Land Use Petition Act (LUPA) hearing will be conducted in King County Superior Court December 8 appealing Snohomish County’s issuance of the Conditional Use Permit.
